Moisture availability is defined as the amount of water available for transpiration above the wilting point.  For each layer, it is defined as:

                               SM  - WP
moisture availability[%] =   -------------
                               POR - WP

where SM = soil moisture, WP = wilting point, and POR = porosity; all values expressed in % volume of that layer.  If the SM is less than the WP (such as extended dry period), then the numerator will be negative, resulting in a negative moisture availability.
