Hurricane Cindy developed on Sunday, July 3, 2005 from an area of disturbed weather in the extreme northwestern Caribbean Sea. She quickly proceeded to make landfall on the Yucatan Peninsula, and eventually moved out into the Gulf of Mexico where she began a gradual intensification before making landfall in southeastern Louisiana. Cindy dumped over seven inches of rain in various locations in the Southeast, and upwards of five inches in the Mid Atlantic.
On 24 June, a vigorous tropical wave emerged off the African coast and seeped into the Atlantic Ocean2. Over the next week, the wave progressed westward into the Caribbean Sea without much development until the beginning of July. At 4 PM EDT on 3 July, the disturbance developed into a Tropical Depression about 80 miles east of Chetumal, Mexico. The Depression continued on a northwestward track until 10 PM CDT on 4 July, when it began to move more towards the north-northwest, and by 4 AM the next day, the Depression had developed into Tropical Storm Cindy.
While Cindy was still over the Yucatan Peninsula, computer models indicated that she would remain on a northwestward track, headed towards the Galveston area in Texas. With each new advisory, however, forecasters at the National Hurricane Center were forced to nudge the forecast track closer and closer to the New Orleans region.
Late on 5 July, Cindy became a minimal Category 1 Hurricane with 75 mph surface winds (see figure 4), and maintained hurricane intensity as she made landfall near Grande Isle, Louisiana late on 5 July2. By 10 AM CDT on 6 July, she had weakened to a Tropical Depression over southern Mississippi3. Cindy’s remnants then merged with a frontal system that dropped southward out of the Midwest, and became an extratropical low as she progressed northeastward into the Mid Atlantic and northeast, before dissipating near the Gulf of St. Lawrence on 9 July2.
